Tenancy Deposits 3 years

Although I understand that due to rogue landlords and yes rogue letting agents, the government in their infinite wisdom approved three deposit schemes and made it law in April 2007 that all deposits must be protected under one of these schemes if your tenant is in an Assured Shorthold Tenancy. What I do not understand is why the adjudicators keep changing their minds!
